Support for startup during initramfs
This adds /etc/default/brltty with an option START_IN_INITRAMFS which defaults to false. If set to true, "update-initramfs -u" will create an initrd which contains and starts brltty. When the initscript is executed and there is an instance from initramfs alive, it is restarted (necessary due to changed /).
