panel-workaround: Fix gsettings calls

Set DBUS_SESSION_BUS_ADDRESS environment variable to fix gsettings
calls.  We use the value as per mate-panel's environment as an easy
mean of getting, as well as being sure it's the right value to
communicate with it.

Also fix finding another user's mate-panel process when waiting for it
to start.
