mate-accessibility-spd-french: Add Conflicts: on mate-a11y-full-fr

To avoid file override conflicts of files required during package
configuration, especially on downgrade.

Breaks:/Replaces: isn't enough and can lead to broken Apt state,
probably because we need the file during package postinst/prerm.
